New Report: Accelerating Net Zero

Accelerating Net Zero: From Ambition to Delivery

Today, the Net Zero All-Party Parliamentary Group publishes Accelerating Net Zero: From Ambition to Delivery, a new report on the key pinch-points holding back net zero delivery in the UK, and what practical, near-term actions can be delivered in this Parliament to accelerate progress.

The UK has a strong record on climate action, and the low-carbon economy is already supporting close to a million jobs and attracting investment across the country. But progress is increasingly constrained by delivery rather than ambition.

Evidence gathered through the APPG’s 2025 programme shows that structural barriers are now the main brake on progress: grid constraints, energy price structures that discourage electrification, skills shortages, slow planning decisions and inconsistent long-term policy signals for investors.

The report draws on contributions from parliamentarians, industry, academics and industry, and focuses on four areas where decisions this Parliament will be decisive: clean power, transport, homes and buildings, and industry.

Across all sectors, the message is consistent. When government provides clarity and regulatory certainty, investment follows. The recommendations in this report are designed to remove barriers, reduce risk and enable private capital to flow at scale.
